If a policy room id (matrix ban list) is added to some module like Mjolnir's Synapse module or synapse-http-antispam, and the spamming account gets added to that ban list, that should make the homeserver that uses the module block the invites. Find some client that has good features for this, and highlight it, encouraging other clients to do something similar. There's already an example with them suggesting to use client features to disable image previews.
