there are some regressions in the top level packages we should try to fix though

so we may need to switch to lts 18?
I am really uncertain how to proceed. Switching to LTS would mean waiting for 9.0 much longer than I'd like. Also the maintenance was more complicated on LTS. Otoh we can't just break everything...
