(and it's even more knotty for Nix because it's not just a language implementation)

Lix has its usage of language relating to Nix written down in its style guide. For us, Nix refers to the technology, not the implementation.

the name CppNix fixes this problem
if you don't like the name, feel free to come up with a better one that is not "nix" and it will be easy enough to change the style guide. until then, people will keep calling CppNix CppNix.

It's not. Nix has always referred to the project currently at https://github.com/NixOS/nix. It's not a reference implementation, since there is no Nix standard.

In my eyes there are similiarities to the rust situation, where there also is no standard as of now

Of course it's not a real "reference" just like you say, since there is no Nix standard, but there certainly is a language called "Nix" which is defined by the implementation "nixos/nix". At least that is what I wanted to say/mean.
