I'm using NixOS 23.05 with GNOME, and my current session is running Wayland. I have the following keyboard configuration:

Is this configuration exclusive to X11, or does it also apply to Wayland?
The option only works as an initial value on X (not sure about Wayland). Once you first log in, gnome-settings-daemon takes over so changing the option will no longer do anything.
