people in history can be a bit messy. brings morality issues into play a lot more than animals, galaxies, etc.
Same for place names. Like, the only safe place name to pick would be places in international waters and the Antarctic. Once you start naming a release "Yellowstone" or something, things get really messy.

  • Latin alphabet: a technical limitation, we want boot names to display it correctly. No Unicode.
  • "Neutral" names. We want everyone to identify with a release, or at least not be alienated by a name.
  • memorable names. Just a number is not super memorable. It works, but then we wouldn't need code names at all.
  • clear ordering. Lexicographic ordering is good, because it is obvious. Distances of celestial bodies would not be immediately obvious.
