python-updates updates numpy past 1.24.0 and numba is lagging behind as usual
updated to 1.23.5 instead to give numba more time

libcufft is available in cudaPackages! it's used in eg Mathematica: https://cs.github.com/?scopeName=All+repos&scope=&q=repo%3Anixos%2Fnixpkgs+libcufft
