After running cosmic for the first time since February, I'm delighted to see they've added a third mode that behaves like kwin6's "let the application scale itself" 🎊

Cosmic explicitly queries and tracks the lowest possible refresh rate of the display, so we don't run into Low-Framerate-Compensation, which will double the framerate quickly and thus cause flickering.
