It can do it in theory but go try and fullscreen a game in sway

It's a bug in AMD drivers in scanout mode, you can launch with -D and any game that doesn't show the cursor should work.

something has been dropping key down events on sway for me recently as well. I wrote an OBS script to draw raw evdev events on screen and I'm definitely not going crazy.
