I think I remembered someone posting a tool that was able to generate shells from a package in nixpkgs, but I couldn't find it again :-/
I'm not exactly sure what exactly you want to achieve. You can generate build dependencies of package using inputsFrom (see: https://github.com/qgis/QGIS/pull/58510/files)
