I got a reply to my request for 10 boards from riscv.org:
Hey, Matt, thanks for the email. I'd like to see this project succeed. At this time, I cannot commit to getting boards to all 10 people, but I'll do my best.
What I need is the names, mailing addresses, and telephone numbers (for use in case of shipping problems) of the participants. Availability of boards to them will depend on their geographies and how the acceptance of other boards go. So, the sooner I have the names and geos, the greater the chance I can help.
Does this sound like an acceptable plan to move forward?
