I think people underestimate how influencial a strongly held opinion is even in a large company. Somebody just needs to have the balls to send in a payment request in the big machine of SAP/Netsuite together with a well-written proposal and people higher up will approve it. Also these amounts you're asking for is peanuts compared to your standard SaaS enterprise contract.
